Thomas L. Siebert served as the United States Ambassador to Sweden from 1994-1998. On September 3, 1998, he was appointed Chairman of the 1998 International Telecommunications Union (ITU) Conference. The Conference convened in Minneapolis from October 12 – November 6, 1998. As Chairman of the ITU, he was responsible for presiding over the plenary sessions and the Conference’s Steering Committee, maintaining control of the meetings and working closely with the ITU’s Secretary General and other members of the ITU staff. Ambassador Siebert also was called upon to be a backroom negotiator to bring diverse views to a compromise. He has served as a Washington, DC telecommunications attorney specializing in practice before the Federal Communications Commission principally in the area of new technologies. Ambassador Siebert’s particular areas of expertise include: cellular telephone, broadcast television and radio, cable television and various “convergence” technologies designed to advance new telecommunications applications.
He graduated from Georgetown University in 1968 and is a 1972 graduate of Georgetown University Law School. He is a member of the Board of Visitors of Georgetown University Law School and a member of the Board of Visitors and Governors of Washington College. He also serves on the Board of Trustees of the American-Scandinavian Foundation. Ambassador Siebert’s professional associations include: the District of Columbia Bar, Bar Association of the District of Columbia, American Bar Association and the Federal Communications Bar Association. He was born in Cleveland, Ohio and his residence is now in Annapolis, Maryland. He is married to the former Deborah Simpson, an economist and investment banker from Los Angeles, California. The Sieberts have four children: Sarah, Lauren, Teddy and Trevor.
